Why did you decide to run for this office in 2024?

I am a lifelong conservative and believe our district has enjoyed excellent representation for the last 12 years. During that time, I was actively engaged as a citizen and real estate professional with all three levels of government on matters involving property rights and business issues. I also engaged extensively on state legislative matters in the years leading up to my term as the 2020 chairman of Texas REALTORS® and later as 2023 Regional VP of the National Association of REALTORS®. Four Price's retirement announcement coincided with my completion of those volunteer elected roles, and the opportunity matched perfectly with my passion and my skill set. I am excited to take the next step to advocate for the conservative values of our community. We must address the disaster at our southern border, rising property taxes, and the attempts by the radical left to undermine our farmers, ranchers, and oil and gas producers.

If elected, what will be your top three priorities in office?

First and foremost, we must secure our southern border. It’s clear the federal government has failed us, which is why Texas must continue to step up to ensure our border is secure and our citizens are safe. Rising Property taxes are also top of the list. The state has a role to play in continuing to decrease our onerous property tax burden, but local governments also need to draft budgets in a transparent manner and limit massive year-to-year increases in spending. Education Savings Accounts will almost certainly be an issue in the next legislative session. I support a parent’s right to choose how and where their child is educated. ESA’s with accountability measures have a role to play, so long as the policy works in concert with our public schools and does not decrease funding for public education. A well-educated Texas is a prosperous Texas, and every Texas citizen benefits from strong, well-funded public schools. We must also work to ensure adequate and sustainable water for future generations. Our Texas Panhandle producers and workers rise before the sun every day to provide the food, fuel and fiber on which our state and nation depend. They are the lifeblood of our economy and our conservative values. We all have a stake in their success, and a mandate to work together to keep our water here at home, and explore all possibilities for long range solutions. It will also always be a priority for me to listen to my friends and neighbors who call District 87 home. After all, I’ll be working for them and will ensure their needs and concerns are being heard in Austin. I am prepared to champion these and all our Panhandle priorities most effectively in Austin.

What is your position on taxpayer-funded lobbying? Please explain.

In general, I don’t like it. However, any change to the current policy needs to account for the logistical barriers that we face in the Panhandle when advocating for our values in Austin.

How should the legislature go about delivering further property tax relief? Please explain.

This is my favorite question, because I have been working on it for years. We must continue our efforts to keep our taxes low. We must refocus on EXPENSE transparency in order to maintain the historic tax cuts we just approved. Many taxing entities already produce a simple, internal infographic showing year-over-year revenues and expenses as a precursor to budget discussions. Those need to be made public. Entities need to start from last year’s budget, not this year’s certified tax roll. Citizens are partners in the process. It is all local. When a citizen votes in a revenue trigger election, they should be fully aware of year-over-year expense priorities. It’s also critical that we spend the state’s surplus wisely. It seems some lawmakers feel that’s their money, and it’s not. That money belongs to the citizens and must be used to their benefit.

What is an issue you believe has gone overlooked in your race and how will you address it if elected?

Experience. With so much at stake, we need the depth and experience I will bring to the job. Our values and conservative voices must be heard, and we have too many important issues hanging in the balance to risk anything less. As I have walked the blocks of the district, the number one question I’m asked is about my experience. I proudly answer that both my husband and I were raised here, and we chose to raise our own family right here. I built a business, and spent decades volunteering for my city, my profession and my neighbors, all while championing my own conservative values and upbringing. In those roles, I worked extensively with elected officials at every level of government. I know the issues and how the process works. My husband and I began with almost nothing and turned it into our own definition of success through faith, grace and hard work. That work ethic and those opportunities were a product of our Panhandle roots. My goal is for every Texan to experience those opportunities and successes. My personal promise is to work tirelessly toward that goal, as a humble public servant here in the district, and a fierce and vocal conservative advocate in Austin.

Do you have any notable endorsements you would like to highlight for voters?

Texas REALTORS® Political Action Committee is my largest endorsement and contributor. It is significant because it represents a PAC funded by small donations from thousands of individual REALTOR® entrepreneurs all over the state for whom I have worked as an elected servant over the last fifteen years. Though the National Rifle Association has not endorsed in this race, I am proud to have received their AQ rating, the highest a first-time candidate can achieve. I am proud of this and will always fight to ensure our Second Amendment rights are protected.

Why are you the best candidate for voters to support for this position?

I am a lifelong conservative who understands the national treasure that is our Texas Panhandle way of life. I have lived the benefits and consequences of government as a parent, business owner, and taxpayer, and I have a proven record of local, state, and national leadership, public service, and public policy advocacy. All of those experiences are necessary to the best possible representation for District 87. I am conservative, Cindi Bulla, and I humbly ask for your vote in the upcoming March 5th Republican Primary.
