Amarillo City Council to Consider $3.3 Million in Spending Items

Amarillo City Council is set to consider $3.3 million dollars in spending items during their next regular meeting on April 11th. In addition to spending items, the council will consider approval of several Aviation Clear Zone Easements, the acquisition of right-of-way for the construction of a sewer line, and an amendment to the city’s definition of a public place regarding alcohol consumption, and various other items.

The two largest spending items, 7B and 7C, both relate to projects at the city’s water reclamation facilities. Item 7B is a modification of an existing contract with Garney Companies, Inc., and will award the company with an additional $1.3 million. Item 7C will award Garver LLC a $690k professional services agreement for engineering and master planning services. Both of these items are listed as non-consent items, meaning they will each receive separate discussions and votes. The agenda packet does not include an agenda memo for item 7C and does not include bid information for item 7B.

All other spending items are included on the consent agenda, meaning they are not expected to receive separate votes or discussions. The largest of these items is a $520k contract for the removal and replacement of the roof of a city-owned facility at 823 S. Johnson. Aside from spending items, the city is expected to take on several other projects. Notably, the city is planning to begin the process of acquiring the right-of-way for the construction of a sewer line northeast of Loop 335. According to the agenda, the item will authorize “the City Attorney or designee to institute condemnation proceedings to acquire the property if purchase negotiations are not successful.”

The city will also consider approval of an ordinance to modify the definition of a public place for purposes of alcohol consumption. A draft of the ordinance included on the agenda packet would make privately owned parking areas and “the area of a premises permanently licensed [...] for alcohol consumption” no longer public places. A letter supporting the change from Kashion Smith, the executive director of the Amarillo Convention & Visitor Bureau, was included in the agenda packet.
