City Council to Consider Spending $7.2 Million

Amarillo City Council is set to consider spending items totaling over $7.2 million during their June 11th regular meeting, with items including insurance coverage renewals, a change to the Northeast Sanitary Sewer Interceptor project, and several items that had originally been placed on the agenda for their last meeting on May 28th.

The largest spending item on the agenda is a $4,441,938 renewal of several lines of insurance for the city. According to a memo published by the city, this includes inland marine (rare books), professional liability (medical malpractice), cyber liability, public officials liability, law enforcement liability, property, boiler & machinery, AFD fire fleet - auto physical damage, and fiduciary liability. This is set to go to USI Southwest, Inc.

The next largest spending item is a change to the Northeast Sanitary Sewer Interceptor project, which includes an additional $1,406,065.95 to be paid to S.J. Louis Construction of Texas, LTD., bringing the total project cost to nearly $72.7 million. The additions to the contract, according to the city, are set to include “an extension in the tunneling length(s) of eight utility crossings along the sanitary sewer interceptor and for adjustments to the interceptor alignment due to unknown site conditions.” This is being funded by water and sewer operating revenue and sewer bond revenue.

The first of these is a $113,747.35 renewal of document and record management software maintenance renewal with OpenText. According to Mayor Cole Stanley, the item was not ready for a vote during the last council meeting, where it was pushed to the June 11th meeting.

The second is a $156,000 contract with Kimley-Horn and Associates, Inc. to design an inclusive playground at Thompson Park. The bid evaluation sheet included in the agenda packet for the May 28th meeting only contained the evaluation from one employee in the evaluation process, not the full evaluation summary. The item was pushed back to the June 11th meeting at the request of Interim City Manager Floyd Hartman.

The last item pushed from the May 28th meeting is a $118,036.01 change order to expand the scope of improvements being made to Hodgetown by Western Builders. During the May 28th meeting, the council asked for more clarity as to what the additional items are before voting on the item. Just under half of the cost of the change order will be paid by Elmore Sports Group. If approved, the overall cost for the upgrades will total more than $4.7 million.

The meeting will also likely see votes on several high-profile items. The council is expected to take a vote on the petitioned-for Sanctuary City for the Unborn ordinance. Should the item fail, the council will likely then place the item on the November general election ballot.

Additionally, the council could vote to approve an employment agreement to officially hire Grayson Path as the new city manager, though this will hinge on negotiations with Path being completed in time.

Other agenda items include approving the new comprehensive plan, setting a date for a public hearing on the annexation of 100 acres of land near Interstate 40 and Helium Road, and the sale of property on Grant Street.

The council will also receive an update on the Ports-to-Plains Interstate 27 expansion project and discuss “potential procurement of external legal counsel services for City Council.”
