City Council to Consider Spending $17.8 Million

Amarillo City Council will consider several high-price-tag spending items during their upcoming August 13th regular meeting. These items include a $3 million Microsoft Enterprise Agreement, a nearly $6 million Wastewater Treatment Facility professional services agreement, and a nearly $7 million implementation and maintenance contract for utility billing software.

Item 10F is the largest spending item on the agenda. If passed, it will award $6,987,155 to S&SenQuesta CIS Software for the “implementation of a new utility billing system and customer information system, that citizens can use to monitor consumption, with annual maintenance for a 10- year period.” The year-one implementation portion will cost $3,239,490. Annual maintenance will cost #343,000 to $397,630 over the ten-year life of the contract, while an additional $500,000 will be spent in year 5 on upgrades.

Close behind is item 10 H. If approved, Kimley-Horn and Associates, Inc. will be awarded a $5,919,800 “professional services agreement for the planning, permitting and preliminary engineering report for Hollywood Road Wastewater Treatment Facility.” The contract includes the first in a three-phase plan “to allow for strategic planning of a new treatment facility that will meet Texas Commission on Environmental Quality (TCEQ) requirements while keeping the existing facility in service.”

The third-largest spending item on the agenda is 9U. If approved, it will award $3,138,229.89 to SoftwareOne for a three-year renewal of a Microsoft Enterprise Agreement. This item is also the only of the three multi-million dollar items on the consent portion of the agenda, meaning it will likely be passed along with multiple other items without separate discussion.

In addition to straightforward spending items, the council will also consider two items to officially call an election on the Sanctuary City for the Unborn ordinance and several proposed charter amendments. According to City Secretary Stephanie Coggins, the election will cost the city between “$100,000 to $150,000.”
