Amarillo City Council is eyeing a restructuring of the city government as Assistant City Manager Floyd Hartman has laid out a timeline for his retirement.
Hartman has long been a key figure at Amarillo City Hall. Currently, he oversees Community Development, Utilities, Capital Projects & Development, and the City Airport. Hartman also served as Acting City Manager before Grayson Path was hired. Hartman had been promoted to the role after Deputy City Manager Andrew Freeman stepped down in the wake of Freeman’s attempt at reshuffling the city’s leadership.
Given Hartman’s key role in many critical capital projects, his upcoming retirement has spurred City Manager Grayson Path to propose an organizational restructuring to “allow Mar. Hartman to focus his vast utility-knowledge on the Utilities Department prior to his departure,” according to an agenda memo.
If the proposed changes are approved by the council, Floyd Hartman will have his duties reduced to only overseeing the Utilities Department. Donny Hooper, who currently serves as Managing Director overseeing Public Works, will be promoted to the role of Assistant City Manager. He will still oversee Public Works, though he will additionally take over Hartman’s current role overseeing Capital Projects & Development.
Environmental Health (currently under Assistant City Manager Laura Storrs), City Marshall, Building Safety, and Facilities (all of which are currently under Deputy City Manager Andrew Freeman) will also be placed under Hooper’s leadership. Storrs will take over Public Health and WIC from Assistant City Manager Rich Gagnon, Gagnon will take over Community Development and the Airport from Hartman, and Freeman will take over the Municipal Court and Animal Management & Welfare from Storrs.
Alan Harder, who serves as the assistant Public Works Director under Hooper, will be promoted to Public Works Director.
Once Hartman retires, his Assistant City Manager role overseeing Utilities will be converted to a Managing Director position and will move under Hooper in 2026.
The meeting is scheduled to begin at 3:00 pm on Tuesday, November 12th. It will be held on the third floor of Amarillo City Hall.
